Nordic Crisis Management has developed its own models for security, emergency preparedness, and crisis management, based on recognized principles of proactive methodology. These principles form the basis for the development of crisis and emergency plans as well as the organization of crisis management.

Emergency Preparedness and Crisis Management

Continuity Plans

The continuity plans include risk-based and scenario-based action cards, which, together with exercises and training, strengthen your resilience and ability to handle events that may cause the loss of critical business processes. This ensures a swift recovery and return to normal operations.

Exercises

We have the competence to offer a wide range of themes and exercise scenarios and have long and varied experience in facilitating exercises that cover everything from digital incidents, accidents, intentional actions, business continuity, and reputation management. We have extensive experience in training everything from single preparedness teams at tactical, operational, or strategic levels, to joint training of all levels and complex preparedness organizations with various business areas.

All the exercises we facilitate for our clients challenge all key aspects of crisis management, including strategic considerations, operational coordination, communication, and psychosocial aspects.

Crisis Management Evaluation

We conduct structured evaluations of your crisis management to identify lessons learned and improvement opportunities. By analyzing efforts, decisions, and cooperation during real events or exercises, we provide concrete recommendations to strengthen the organization’s crisis preparedness and management capabilities.

Maritime Security

Nordic Crisis Management is authorized as a Recognized Security Organization (RSO) according to a standard developed by the UN Maritime Organization IMO, in Norway, Sweden, and Denmark. We are also certified by the Norwegian Coastal Administration to conduct training of PFSO and PSO, as well as by the Norwegian Maritime Authority to train SSO and CSO.

Within port security, we have assisted more than 600 port facilities and shipping companies, both nationally and internationally, with planning, security measures, and annual follow-ups on regulatory requirements to prevent crime, terrorism, and sabotage. This includes preparing analyses of plans and advising on the dimensioning of human, technological, and organizational security measures. We also conduct feasibility studies for comprehensive security systems based on security risk analyses.

Yearly program - ISPS wheel

We annually assist around 200 ports and port facilities with an annual program within port security where we help conduct and document the required annual activities mandated by the regulations. Quarterly drills and annual exercises, security meetings, internal audits, and continuous advice on port security. We also offer exercises for testing and verifying the effectiveness of security systems.

Security Risk Analysis

The ISPS Code requires a security risk analysis (PFSA) and a security plan (PFSP) for each port facility. PFSA is an integral part of the overall management of security risk for port facilities and forms the basis for developing a security plan. For PFSA to provide an accurate assessment of security risk, it is crucial to analyze assets, threats, and vulnerabilities while assessing the effectiveness of existing security measures. This holistic approach forms the basis for determining the need for risk-reducing measures, including inspections, searches, access control, exercise execution, and any enhanced security measures at levels 2 and 3. This requires effective communication between RSO and PFSO regarding security objectives, risk management strategy, and the approach to achieving acceptable residual risk.

Similarly, the Port Security Regulation (May 29, 2013, No. 529) and Directive 2005/65/EC require a port vulnerability assessment (PSA) and a security plan (PSP) for each port. Both analyses are based on the method for security risk analysis outlined in NS 5832:2014 – Social Security – Protection against intentional unwanted actions – Requirements for security risk analysis.

We conduct both types of security risk analyses in accordance with current regulations and templates from the Coastal Administration. Through this work, we identify and analyze consequences, threats, and vulnerabilities for your port security area. This includes risk assessment, proposed measures, and advice to establish a long-term, sustainable, and effective security system that meets relevant regulatory requirements.

Security Plan

Port Security Regulation and the Port Facility Security Regulation require the development of a security plan for all port facilities and ports, based on an approved security risk analysis.

We deliver both types of security plans, based on our own developed template. With a focus on meeting current regulations and regulatory requirements, we deliver customized solutions that operationally and user-friendly ensure a holistic approach to security at all maritime security levels.

Exercises

We conduct several hundred exercises annually, with varying scope. A successful exercise setup requires careful planning, with clear exercise objectives forming the basis for the exercise's design and scope. Our advisors ensure a clear and controlled planning process, exercise leadership, and follow-up. The exercises always result in a summary of observations, findings, and recommended follow-up actions that the business can take forward in its work.

Table top

A simple and targeted tabletop exercise that can be adapted to the entire or parts of a crisis management team, strategic management, or other departments and external actors to train on interfaces, plans, and routines. The exercises often focus on one or more exercise elements and are supported by 1-2 advisors through an escalating scenario presented in PowerPoint. The purpose can vary from training part of the organization in specific areas, scenarios, new tools, or pure methodology. Generally, tabletop exercises are used to clarify responsibilities and tasks related to handling crises and unwanted incidents.

Extended tabletop exercises are often used for the same purpose but involve multiple staffs or functions, both internal and external, training simultaneously based on a PowerPoint presentation.

Simulation and full-scale exercise.


Simulation exercises are a form of exercise where scenarios, events, and input are prepared in a script without physical play. For full-scale exercises, a script is also prepared, but parts of the play take place physically, for example with markers.

For larger exercises, an exercise directive is prepared and distributed to the participants a week before the exercise. The directive describes the framework (objectives and purpose) and the rules for conducting the exercise. It will also include a phone list showing who is participating and who can be contacted during the exercise.

For both simulation and full-scale exercises, an exercise staff must be established, consisting of experienced advisors, as well as relevant personnel from the organization being trained. Participation from the organization is important for continuous quality assurance of input and response. Inputs can be given in several ways, and we recommend a combination of exercise web, email, phone, or physical input. The exercise web, controlled by the exercise staff, mirrors what is published in the media, on social media, intranet, and other relevant platforms. The exercise web is web-based and interactive, and all participants can be given access.

In addition to the exercise staff, observers should be present during the exercises. The observers use our checklists to assess the preparedness and crisis management work and to evaluate whether the set exercise objectives are achieved. The checklists form an important basis for evaluation and reporting after the exercise. Depending on the client's wishes, the role of the observers can be expanded to include active advice during the exercise. This is particularly relevant for management teams at the strategic and operational levels.

Crisis Management Analysis

We perform risk-based emergency preparedness analyses to analyze dimensioning accident incidents, their organization’s ability to handle them, and the performance requirements needed to ensure comprehensive and effective management. The emergency preparedness analysis is based on defined hazard and accident situations from a risk document and assesses how the organization’s preparedness should be dimensioned to handle these through four defined preparedness phases:

The emergency preparedness analysis is conducted in a structured manner, with an assessment of performance requirements for preparedness solutions in each phase. We analyze the defined hazard and accident situations to identify necessary measures, as well as the roles and functions that must be addressed for effective management. We also look at the need for equipment, tools, and aids required in each phase to ensure a rapid and appropriate response.

Business Impact Analysis

We assist clients in managing challenges related to business continuity and conduct tailor-made Business Impact Analyses (BIA). The purpose of the analysis is to map the company’s business processes and identify the processes that are particularly critical for business continuity.

The BIA identifies and assesses the input factors for each process and analyzes the consequences of the loss of these. We also assess to what extent other input factors or redundant measures can compensate for the loss. Furthermore, we evaluate risk-reducing measures that enable rapid recovery or compensation of processes and critical input factors within a tolerable downtime.
